40.1-51.1(a) of the Code of Virginia: The employer, Innovative Refrigeration Systems, Inc. did not provide a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were using the fire suppression system piping as an anchor point for their personal fall arrest systems while elevated ten (10') to eleven (11') feet above the concrete floor which exposed them to: (a) Fractures by utilizing the fire suppression system piping as an anchor point, which is in violation of National Fire Protection Association (NFPA) 13 Standard for the Installation of Sprinkler Systems - Chapter 9 Hanging, Bracing, Restraint of Piping - Section 9.1.1.7 Support of Non-System Components: " Sprinkler piping or hangers shall not be used to support non-system components. " One feasible and acceptable abatement method, among other methods to correct this hazard is to utilize the steel I-beam roof supports as a direct anchor point or use the steel I-beam roof supports to construct a fall protection wire attachment system.
