Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that, employees were exposed to potential fire and explosion hazards: A.The Donaldson Torit Model 24-FB-55 dust collector (used during work hours to collect the dust generated in manufacturing densified wood sawdust BioBricks) was located inside the building and recycled air back into the building, though it was not equipped with all necessary explosion/deflagration/fire protective devices, such as fire detection, explosion suppression, explosion isolation, and explosion venting. Among other methods, one feasible and acceptable abatement method to correct this hazard is to install the dust collector outside of the building or equip it with explosion/deflagration/fire protective devices, such as fire detection, explosion suppression, explosion suppression, explosion isolation, and explosion venting, in accordance with the National Fire Protection Association (NFPA) 664 Standard for the Prevention of Fires and Explosions in Wood Processing and Woodworking Facilities. B.Brick Forming Area: The hydraulic compressing machines (brick forming machines) were run at night during nonworking hours without the Donaldson Torit dust collector in operation. This allowed combustible wood dust to escape into the work area where it accumulated and remained during work hours, providing a ready fuel source conducive to a dust explosion and clouding the air in which employees worked and breathed. Among other methods, one feasible and acceptable method to correct this hazard is to operate the dust collector at all times when the hydraulic compressing machines are in use (National Fire Protection Association (NFPA) 664 Standard for the Prevention of Fires and Explosions in Wood Processing and Woodworking Facilities Chapter 8.2.2.1.4 or 11.1.6).
