HAR 12-60-2(a)(3) was violated because: Employees were exposed to explosion haza rds while working with pyrotechnic (explosive) materials due to the presence of sources of static electricity as potential ignition sources. One feasible means of abatement is the use of bonding and grounding while transferring liquids (die sel fuel) into 55-gallon drums, and the use of anti-static garbage bags to colle ct and transfer dissembled pyrotechnic materials. 12-60-2(a)(3) states "Every em ployer shall provide safe work places and practices by elimination or reduction of existing or potential hazards. Elimination of existing or potential hazards b y design, process substitution, or other appropriate methods is preferred becaus e it eliminates the need for further employee protection. When elimination is no t feasible, reduction of existing or potential hazards to acceptable levels, usi ng methods such as engineering or administrative controls, isolation, or guarding, shall be promptl y used. When these methods are inadequate to reach acceptable levels, personal p rotective equipment shall be provided and used." Location: Bunker A-21, Waikele Business Center
