29 CFR 1910.119(d)(3)(i)(D): The employer did not ensure process safety information pertaining to the equipment in the process included the relief system design and design basis: Alon USA, LP, 200 Refinery Road, Big Spring, TX. The employer does not include relief system design and design basis in their process safety information. This violation was observed on or about April 15, 2009 in the following instance: The Process Hazard Analysis done in 2008 by Alon USA at the Big Spring Refinery for the Sulfur Unit did not include any information on the design and design basis of the relief system and made no mention of whether or not the relief system design for the North Side Flare was adequate for the actual throughput of the #1 SCOT Unit. ALON USA LP WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 29 CFR 1910.119(d)(3)(i)(D), WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 307249987, CITATION NUMBER 1, ITEM NUMBER 2, ISSUED ON AUGUST 14, 2008, WITH RESPECT TO A WORKPLACE LOCATED AT 200 REFINERY ROAD, BIG SPRING, TX. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking in the workplace to ensure process safety information pertaining to the equipment in the process includes the relief system design and design basis.
