Text For Citation: 02 Item/Group: 001 Hazard: REFINERY
29 CFR 1910.119(j)(2): The employer did not establish and implement written procedures to maintain the on-going mechanical integrity of process equipment: Sunoco MH- Ethylene Complex- Sunoco failed to establish and implement written procedures to maintain the on-going mechanical integrity of process piping systems. A 10" high-pressure process gas line experienced a 10"x 7" rupture due to heavy corrosion of the outside diameter of the pipe, accelerated by the formation of a corrosion cell in a crevice where it rested on a carbon steel sleeve on top of a concrete support. No written procedures were implemented to address this recognized point of concern for corrosion. NOTE: DOCUMENTATION OF ABATEMENT OF THIS CONDITION IS REQUIRED Sunoco, Inc. was previously cited for a violation of this Occupational Safety and Health Standard or its equivalent standard, which was contained in OSHA Inspection: #310720263, Citation 1, Item 1a and affirmed as a final order on 09/15/2008, with respect to a workplace located at the Marcus Hook plant.
