SEABOARD FOODS LLC WAS PREVIOUSLY CITED FOR VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD, SECTION 5 (A) (1) FOR INADEQUATE EYE WASH STATIONS, WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 307526533, CITATION 1, ITEM 3, ISSUED ON MAY 2, 2005, FOR THE WORKSITE LOCATED AT 53022 COUNTY ROAD 12, HOLYOKE, CO 80734. Section 5 (a) (1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to corrosive chemical and physical eye hazards associated with inadequate eye wash stations. The condition included, but may not be limited to, inadequate eye wash stations found in the following instances: a)Seaboard Foods, LLC & Farm 44, on or about April 5, 2006, an eyewash station was mounted approximately 31" to the top of the eyewash, the water valve at the eyewash was off, and an adjacent water valve was turned off. Therefore, employees would have to find the location of two water piping valves in order to receive water flow to the designated eyewash. Additionally, due to the central location of the eye wash station, employees may have to travel up to 300 feet through potentially congested hallways before finding the eye wash station. b)Seaboard Foods, LLC & Farm 30, on or about April 6, 2006, the eye wash station was mounted approximately 30 inches high making use of the station difficult. The eye wash station was not posted with signage. An inconspicuous valve must be operated for use of the eye wash station. Short term employees were not instructed in the location or use of eye wash stations or nearest water hose for flushing eyes. Finally, due to the central location of the eye wash station, employees may have to travel up to 300 feet through potentially congested hallways before finding the eye wash station. c)Seaboard Foods, LLC & Farm 37, on or about April 6, 2006, employees dispensed Multi-Solve Degreaser and Pheno-Tek II Disinfectant inside a closet without immediate access to an eye wash station. The eye wash station was located over 100 feet away and was not posted with signage. Employees also used a power washer and applied disinfectant chemical sprays in individual farrowing rooms up to 300 feet of travel from the eye wash station. Additionally, a steel gate impeded access to the immediate area of the eye wash station. Among other methods, one feasible and acceptable abatement method to correct this hazard is to use the following guidelines for design, construction, signage and communication of the eye wash station: ANSI Z358.1-2004, American National Standards Institute - for Emergency Eyewash and Shower Equipment.
