Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) The hazard of conducting lifting tasks including, but not limited to, the hand lifting and carrying of barrels of bones and scrap meat from the 50/50 Short Stand, throwing meat scraps from the 50/50 Short Stand onto the table below, employees putting waste scraps into a barrel over the rib table at line 2, and short employees climbing onto conveyors to pull and lift meat from the conveyor: Feasible and useful methods to correct the hazard, among other methods would include incorporating a surveillance and observation plan of each work process in the overall Musculoskeletal Accident Prevention program that was implemented in 1989. The surveillance and observation plan would enforce a policy prohibiting the hand carrying of large barrels of bones and meat scraps over conveyor lines, up and down the 50/50 Short Stand. The barrels would be replaced by small tubs. Chutes would be placed on the 50/50 Short Stand to convey meat and bones to the table locations below. Short employees observed climbing on the conveyor frameworks would be provided hooks or a stand to reach and lift the meat pieces from the conveyor. Champion Boxed Beef was previously cited for a violation of this Occupational Safety and Health Standard (Section 5(a)(1) or its equivalent standard which was contained in OSHA inspection number 101225720, citation number 1, item number 2, issued on 6/23/89.
