29 C.F.R. 1926.1051(a) states, A stairway or ladder shall be provided at all personnel points of access where there is a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist is provided. Graber & Sons Construction, LLC does not ensure employees are provided a ladder at all points of access where there is a break of elevation of 19 inches or more. This violation was most recently observed on November 13, 2024 when an employee accessed and existed the second story top-plate via a 6-foot stepladder, which was greater than 19 inches below the top-plate, at a residential construction site in Savoy, Illinois. To abate this violation, Graber & Sons Construction, LLC must ensure that its employees performing roofing work are provided a stairway or ladder at all personnel points of access where there is a break in elevation of 19 inches (48 cm) or more at all future worksites, in compliance with 29 C.F.R. � 1926.1051. Pursuant to 29 C.F.R. � 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance with 29 C.F.R. � 1926.1051. GRABER & SONS CONSTRUCTION, LLC WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 29 CFR 1926.1051(a), WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 1719633, CITATION NUMBER 1, ITEM NUMBER 2 AND WAS AFFIRMED AS A FINAL ORDER ON MARCH 7, 2024, WITH RESPECT TO A WORKPLACE LOCATED AT 711 COLE LANE, LOT 703, MAHOMET, ILLINOIS 61853. GRABER & SONS CONSTRUCTION, LLC WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 29 CFR 1926.1051(a), WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 1711027, CITATION NUMBER 1, ITEM NUMBER 2 AND WAS AFFIRMED AS A FINAL ORDER ON JANUARY 22, 2024, WITH RESPECT TO A WORKPLACE LOCATED AT LOT 101 R, VISION SOUTH, MAHOMET, ILLINOIS 61853.
