Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the inhalation hazard of butyl isocyanate (BIC) during the manual unloading and pumping of "BIC" into a reactor vessel; a) Polyphase Building: 8-hr. TWA sampling was conducted on 4/10/90 for two (2) employees exposed to BIC during a pumping operation of BIC (into a reactor vessel) which is used to formulate "Polyphase". Sampling consisted of 135 and 199 minutes for the 8-hr. time weighted average (TWA). The results of the sampling indicated levels of .3 parts of BIC per million parts of air (PPM) and .11 PPM, respectively. Zero exposure was assumed for any unsampled period. The recommended 8-hr TWA is .005 PPM. b) Polyphase Building: Sampling was conducted on 4/10/90 for two (2) employees exposed to BIC during a pumping operation of BIC which is used to formulate Polyphase. Sampling consisted of two 15 minute time periods with results that indicated onexposure level of .03 parts of BIC per million parts of air (PPM) and .084 PPM. The recommended ceiling exposure limit is .02 PPM. ABATEMENT NOTE: One feasible and acceptable method of abatement would include: a) Totally enclose the drum bung hole with local exhaust ventilation with an enclosing hood and flexible trunk using safe and compatible engineering controls exhausting to an approved air polution control device. b) Verify the effectiveness of installed engineering controls through appropriate airborne personal monitoring of butyi isocyanate (BIC) during the referenced transfer operation.
