1910.147(c)(4)(ii): The procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: Location: Tunnel Wash On or about 9/12/24, the employer did not ensure that the equipment able to be energized in the car wash tunnel was adequately isolated prior to employee entry to conduct cleaning tasks. Nouria Energy Retail, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard (29 CFR 1910.147(c)(6)(i), which was contained in OSHA inspection number 1727392, citation number 2, item number 1, and was affirmed as a final order on April 26, 2024, with respect to a workplace located at 284 Payne Road, Scarborough, ME 04070.
