Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of fire and/or dust explosions from the air conveying of metallic stearate salts because of lack of bonding and grounding (earthing) of equipment and duct-work utilized for conveying (both by screw conveyor and air conveying) of these materials: Among other methods, one feasible and acceptable abatement method to correct this hazard is to ground (earth) and bond all equipment and duct-work as stipulated in NFPA 66 (Pneumatic Conveying Systems Handling Feed, Flour, Grain and Other Agricultural Dusts) which is referred to in NFPA Paragraph 4-2,3 used as reference in Material Safety Data Sheets issued by the Mathe Division of the Norac Co. Inc. for Stearate Saltsor NFPA 654-1982 Standard for the Prevention of Fire and Dust Explosions in the Chemical, Dye, Pharmaceutical, and Plastics Industries which is the current NFPA covering NFPA Standard. a) Co-Ad Room on 2/6/89 b) Grinding room on 2/9/89
