29 CFR 1910.119(d)(3)(ii): The employer shall document that equipment complies with recognized and generally accepted good engineering practices: On or about August 14, 2024, at a facility located at 10953 Wisconsin 54 in Plover, WI; the employer did not document that equipment complies with recognized and generally accepted good engineering practices (RAGAGEP): a) Portions of pipping associated with the anhydrous ammonia refrigeration system: The relief vent (RV) piping branch at Compressor 2 (CP-2); high stage discharge (HSD) piping branches and headers and high pressure liquid (HPL) piping branches at the Evaporative Condensers (EC-1 and EC-2). The employer failed to document compliance with employer's chosen RAGAGEP including IIAR 2 (2021) - Standard for design of Safe Close-Circuit Ammonia Refrigeration Systems, Section 5.14.3, 5.14.6 and Appendix Q when portions of the piping used in the anhydrous ammonia refrigeration system were not labeled or identified with the physical state (e.g. liquid or vapor), pressure level (e.g. high or low), or directional arrow indicating direction of flow. b) A vessel associated with the anhydrous ammonia refrigeration system: High Pressure Thermosyphon Receiver (V -5). The employer failed to document compliance with employer's chosen RAGAGEP including IIAR 2 (2021) - Standard for design of Safe Close-Circuit Ammonia Refrigeration Systems, Section 5.14.3 and Appendix Q when a vessel used in the anhydrous ammonia refrigeration system was not labeled or identified with the vessels name (e.g. Thermosyphon Receiver) and pressure level (e.g. high or low).
