29 CFR 1910.151(c): Where employees were exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided within the work area for immediate emergency use: a) 156 West Harrisburg Avenue, Elizabethtown, PA 17022 - Inside Machinery Room: On or about February 28, 2024, employees did not have an accessible eyewash and body shower unit located inside the machinery room, where anhydrous ammonia was used, which had a path of travel no more than 55 feet. b) 156 West Harrisburg Avenue, Elizabethtown, PA 17022 - Outside of Machinery Room: On or about February 28, 2024, employees did not have an accessible eyewash and body shower unit located outside of the machinery room, where anhydrous ammonia was used, and within 55 feet from the outside of the machinery room door. c) 156 West Harrisburg Avenue, Elizabethtown, PA 17022 - Outside of Freezer #1: On or about February 28, 2024, a leak occurred which prompted an evacuation of the building and repairs to the ammonia system outside of Freezer #1. Employees did not have a permanent or portable means for the quick drenching or flushing of the eyes and body within or directly adjacent to the work area for immediate emergency use when maintenance occurred that involved the opening of the ammonia refrigeration system to make repairs. d) 156 West Harrisburg Avenue, Elizabethtown, PA 17022 - Outside of Freezer #4: On or about March 8, 2024, a leak occurred which prompted an evacuation of the building and repairs to the ammonia system outside of Freezer #4. Employees did not have a permanent or portable means for the quick drenching or flushing of the eyes and body within or directly adjacent to the work area for immediate emergency use when maintenance occurred that involved the opening of the ammonia refrigeration system to make repairs. Frozen Food Development was previously cited for a violation of this occupational safety and health standard, or its equivalent standard, 29 CFR 1910.151(c), which was contained in OSHA inspection number 1558606, citation number 1, item number 7, and was affirmed as a final order on June 1, 2022, with respect to a workplace located at 156 West Harrisburg Avenue, Elizabethtown, PA 17022. Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
