Text For Citation: 02 Item/Group: 001 Hazard:
29 CFR 1910.147(c)(7)(i)(A): Each authorized employee shall receive training in the recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation and control. At an establishment located at 121 Cedar Street, in Tigerton, Wisconsin; (a) On or about July 19, 2023, the employer did not train employees as authorized employees when performing cleaning under the debarker exposing employees to inadvertent/accidental restart of equipment or activation of stored energy. Debarker operators engaged in servicing and maintenance tasks on a daily basis including cleaning without de-energizing the waste chain and shaker conveyors. (b) On or about July 28, 2023, in the Sawmill, the employer did not train employees as authorized employees when performing cleaning under the headsaws exposing employees to inadvertent/accidental restart of equipment or activation of stored energy. Employees entered the danger areas under the headsaw, under and around the unguarded belt and pulleys driving the headsaw, and under the log deck to clean and sweep without applying lock to the equipment. (c) On or about July 28, 2023, in the Planing/Stacking Building, the employer did not train employees as authorized employees when performing cleaning under the stacker exposing employees to accidental/inadvertent restart of the equipment. Employees entered the danger area under the stacker and unguarded lower landing of the unscrambler to clean and sweep without applying a lock to the equipment. Tigerton Lumber Company was previously cited for a violation of this Occupational Safety and Health standard or equivalent (29 CFR 1910.147(c)(7)(i)(A)) which was contained in OSHA inspection number 1346228, citation number 1, item number 3 and was affirmed as a final order on January 14, 2020, with respect to a workplace located at 121 Cedar Street in Tigerton, Wisconsin.
