29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C), and (c)(4)(ii)(D): a) The employer did not ensure that energy control procedures clearly and specifically outline the techniques to be utilized for the control of hazardous energy. This violation occurred on or about April 19, 2023, and at times prior thereto; when employer did not create step-by- step lockout tagout procedures for dismantler/bandsaw machine # 9, Smart Products, one-man dismantler. The Pallet Logistics of America, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.147(c)(4)(ii)(c), which was contained in OSHA inspection number 1639939, citation number 1, item number 1 and was affirmed as a final order on 04/10/2023, with respect to a workplace located at 2211 Corner Ridge, San Antonio, TX 78219.
