29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: On or about 3/28/2022, the employer had not developed a machine-specific energy control procedure for employees to utilize in servicing and/or performing maintenance work on equipment including, but not limited to the vertical rice elevator #5. Employees were exposed to unexpected release of stored energy posed by the gravitational pull on the full buckets in the lifting leg of the elevator. Harvest Rice, Inc. was previously cited for a violation of this occupational safety and health standard 29 CFR 1910.147(c)(4)(i), which was contained in OSHA inspection number 1305303, citation number 1, item number 2 and was affirmed as a final order on 10/19/2018, with respect to a workplace located at 424 Highway 158 West, Weiner, Arkansas.
