29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not protected by guardrail systems, safety net system or personal fall arrest systems: a) Employees framing the roof are not protected from fall hazards by the use of a fall protection system. The employer fails to ensure effective measures to prevent falls as required by the standard, as demonstrated on March 16, 2021, when three employees are framing the roof without fall protection on the roof of a newly constructed residential home at 15 Shoefstall Street, Savannah, Georgia 31407, and are exposed to falls of approximately 20 feet to the ground. To abate this hazard, the employer must protect employees by installing guardrails, a safety net system, or provide and require the use of personal fall arrest systems. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the measures it is taking to ensure compliance, including an explanation of how these steps protect its employees from fall hazards.
