29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: The employer is failing to protect employees from fall hazards while utilizing portable ladders during roofing operations. This was most recently observed on February 26, 2021 at 700 204th St, Elkhorn, Nebraska when 3 employees used a ladder with side rails that did not extend 3 feet past the upper landing surface of the roof. The roof height was 14 feet above the ground.
