Text For Citation: 02 Item/Group: 001 Hazard:
1926.901(c) A blaster shall be qualified, by reason of training, knowledge, or experience, in the field of transporting, storing, handling, and use of explosives, and have a working knowledge of State and local laws and regulations which pertain to explosives. OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees exposed to the collapse of buildings: AVD: The employer did not fully document its determination that the blaster was qualified, by reason of training, knowledge, or experience, in the field of transporting, handling, and use of explosives, and that the blaster had a working knowledge of State and local l which laws and regulations which pertain to explosives. Among other methods, one feasible and acceptable method to correct this hazard includes, but is not limited to the following: 1. Compliance with the National Demolition Association Standard 11.0 - Safe Blasting Procedures gives guidance for the preparation of a structure for demolition as follows: "The use of explosives to demolish entire buildings should be done by specialty contractors. The preparation of a structure for demolition by explosives may require the removal of structural columns, beams or other building components. This work should be directed by a structural engineer or a competent person qualified to direct the removal of these structural elements. Extreme caution should be taken during this preparatory work to prevent the weakening and premature collapse of the structure".
