29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not protected by guardrail systems, safety net system, or personal fall arrest system, nor are employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): 1. Employees performing roofing work are not protected from fall hazards through the use of a fall protection system. The employer fails to ensure effective protection against falls as required by the standard, as demonstrated on or about September 12, 2019, at 1900 SW Aledo Lane in Port Saint Lucie, Florida, when employees installing roof dip edge on a roof for a residential garage with a pitch of 5:12, without the use conventional fall protection, are exposed to a fall hazard greater than 9-feet to ground level.
