29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6: a) Dollar Tree Store #1557: On or about September 5, 2019, employees worked behind the counter where the balloon filling station and cash register were located, but the helium cylinders located in the area were not secured to prevent them from being knocked over. b) Dollar Tree Store #1557: On or about September 5, 2019, employees worked in the Stockroom where helium cylinders are stored, but these cylinders were not secured to prevent them from being knocked over. Abatement Note: Among other feasible means, cylinders must be stored in accordance with the Compressed Gas Association Pamphlet P-1 which states, "Section 3.2.3: Never drop cylinders nor permit them to strike against each other or against other surfaces violently" and "Section 3.4.4: Before using cylinder, be sure it is properly supported to prevent it from being knocked over". Dollar Tree Stores, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.101(b), which was contained in OSHA inspection number 1206871, Citation 1 Item Number 1 and was affirmed as a final order on July 11, 2017, with respect to a workplace located at 727 N Charles, Warrenburg, MO. 64093. Dollar Tree Stores, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.101(b), which was contained in OSHA inspection number 1006796, Citation 1 Item Number 2 and was affirmed as a final order on May 22, 2015, with respect to a workplace located at 3055 Columbia Blvd., Titusville, FL. 32780.
