Text For Citation: 02 Item/Group: 001 Hazard:
29 CFR 1926.20(b)(2): (Accident prevention responsibilities.) Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. On Aug. 7, 2019, located at a commercial jobsite, there were no frequent and regular inspections being performed by a competent person in that employees were: performing work while standing on the top cap of an 6 foot stepladder; using pneumatic nail guns without eye protection; using the bucket of a skid steer to raise employees performing framing work at elevation; using a portable extension ladder that did not support at least four times the maximum intended load in that the portable ladder was being supported by the top rung leaning against a wooden post with ladder side rails suspended in the air; using a portable extension ladder that had a defective rope and pulley system due to a missing rope; and using a portable extension ladder with the slip-resistant feet facing upward and not placed firmly on the ground. Mast Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.20(b)(2), which was contained in OSHA inspection number 1217565, citation number 1, item number 1 and was affirmed as a final order on 5/30/2017, with respect to a workplace located at 4400 Port Union Road, West Chester, OH 45069.
