29 CFR 1910.119(f)(4): The employer did not develop and implement safe work practices to provide for the control of hazards during operations: a) Delaware City Refining Company, 4550 Wrangle Hill Road, Delaware City, Delaware; Fluid Coker Reactor - On or about April 9, 2019, the employer failed to develop and implement safe work practices for the control of hot work hazards during the post weld heat treatment of a replaced section of the Coker Shell, exposing employees to a fire hazard. The Delaware City Refining Company, LLC was previously cited for a violation of this occupational safety and health standard, 29 CFR 1910.119(f)(4), which was contained in OSHA inspection number 1108618, citation number 1, item number 1, and was affirmed as a final order on 12/21/2016, with respect to a workplace located at 4550 Wrangle Hill Road, Delaware City, DE 19706.
