29 CFR 1910.147(c)(7)(i): The employer shall provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees: (a) Employees cleaning the rubber roll on the release station on the #475 Coater Line, were not adequately trained on the energy control program, such as when and how to attach locks to the energy isolating devices, prior to cleaning the rubber roll. (b) Employees cleaning the blade and bar on the Wintech rewinder on the #475 Coater Line, were not adequately trained on the energy control program, such as when and how to attach locks to the energy isolating devices, prior to cleaning the blade and the bar. Troy Laminating and Coating, Inc. was previously cited for a violation of this occupational safety and health standard, or its equivalent standard, which was contained in OSHA inspection number 892734, Citation Number 2, Item Number 2 and was affirmed as a final order on August 21, 2013, with respect to a workplace located at 421 S. Union Street, Troy, OH 45373.
