29 CFR 1910.119(j)(4)(iii): The frequency of inspections and tests of process equipment shall be consistent with applicable manufacturing recommendations and good engineering practices, and more frequently if determined to be necessary by prior operating experience. The employer is failing to ensure that employees are protected from the hazards associated with ammonia release. This was most recently documented on February 27, 2018 at 490 Road 9, Schuyler, Nebraska 68661. There were areas on the ammonia piping system near the HTRL 47B control box location piping which had corrosion/rust that not been addressed to ensure that the integrity of the piping was maintained and the corrosion process retarded or prevented. Cargill was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.119(j)(5), which was contained in OSHA inspection number 903790, Citation number 1, Item number 1 and was affirmed as a final order on 04/28/2014, with respect to a workplace located at 490 Road 9, Schuyler, Nebraska 68661.
