29 CFR 1910.36(c)(2): The street, walkway, refuge area, public way, or open space to which an exit discharge leads must be large enough to accommodate the building occupants likely to use the exit route. a) Main exit door: The exit gate beyond the designated discharge was locked with a chain and master lock, thus exposing employees to fire and smoke inhalation hazard. The employees would be unable to leave the open space that is not large enough to accommodate them, on or about 10/13/2017. b) Main exit door: The exit gate beyond the designated discharge was locked with a chain and master lock, thus exposing employees to fire and smoke inhalation hazard.
