Text For Citation: 02 Item/Group: 001 Hazard: CONFINED
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a)On or about July 17, 1997, employees were exposed to the hazard of asphyxiation while entering confined spaces (sewer manholes) in that acceptable confined space entry procedures, including testing to determine the presence of an oxygen deficient atmosphere, or the presence of flammable or toxic contaminants, was not conducted. Among other methods, feasible and acceptable means for abating this condition include testing the confined space, and implementing and following confined space entry procedures such as stipulated by 29 CFR 1910.146 General Industry Standards for Permit Required Confined Spaces, or ANSI Z117.1-1989 Safety Requirements for Confined Spaces.
