Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck by a rolling propane vehicle: (a)On or before February 8, 1994, at 3838 N. 59th Street in Kansas City, Kansas, an employee was pumping liquid propane from his 24,000 pound rated Kodiak bobtail vehicle #5379 to a residential 500 gallon tank. Vehicle #5379 was parked on an inclined gravel driveway with the engine running exposing an employee to a hazard of being struck by a rolling vehicle as a result of a non-functioning emergency parking brake. Among other methods, one feasible and acceptable abatement method to correct this hazard is at a minimum, the following: 1.Conduct daily inspections with written reports of vehicles and assure all unsafe conditions are corrected prior to the vehicle leaving the establishment. Daily inspections will consist of the following: Lights, reflectors, suspension, tires, wheels, rims, lugs, battery, exhaust, brakes, rear end protection, warning indicators, windshield wipes/washers, horns, heaters/defrosters, mirrors, steering, clutch, service/parking/emergency brakes, triangles, fire extinguisher, spare fuses, seat belts, other safety equipment, oil/coolant level, belts, grease/oil/fuel/coolant leaks, body/doors, cab/doors/windows. 2.Ensure that all employees have received adequate training in the safe operation and deliveries of liquid
