Text For Citation: 02 Item/Group: 001 Hazard:
29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges shall be guarded by adequate guardrails meeting the requirements of 1915.71(j)(1) and (2), unless the nature of the work in progress or the physical conditions prohibit the use or installation of such guardrails. (a) On or about October 23, 2015, at the entrance to the AMTO Tug, the employer failed to ensure the openings on the tug access platform were properly guarded. The railings and platform were too short to reach the tug deck. Employees were exposed to a fall hazard. Marine Builders was previously cited for a violation of this Occupational Safety and Health Standard 1915.73(d), which was contained in OSHA inspection number 924740, citation number 1, item number 3, and was affirmed as a final order on September 30, 2013, with respect to a workplace located at Marine Builders, 208 West Church Street, Utica, IN 47130.
