Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck by flying parts: (a) Wire Rope Mill, Stranding, Closing Departments; Stranders and Closer Machines were not guarded norwas a program of preventive maintenance implemented to insure the reliability of critical parts of cradles holding bobbins in place during operations, August 15, 1991. Among other methods, some feasible and acceptable methd to correct this hazard are: 1. Guard stranders and closer machines. 2. Establish and implement a preventive maintenance program to insure that critical parts of cradles holding bobbins in place are serviced and main- tained on a timely basis. OR IN THE ALTERNATIVE: 29 CFR 1910.212(a)(1): Machine guarding was not provided to protect operators and other employees from hazards created by flying parts: (a) Wire Rope Mill, Stranding, Closing Departments; Stranders and Closer Machines were not guarded nor had a program of preventive maintenance been implemented to insure the reliability of critical parts of cradles holding bobbins in place during operations, August 15, 1991. Among other methods, some feasible and acceptable methd to correct this hazard are: 1. Guard stranders and closer machines. 2. Establish and implement a preventive maintenance program to insure that critical parts of cradles holding bobbins in place are serviced and main- tained on a timely basis. PROPOSED ABATEMENT PLAN Step 1 - Submit a plan of abatement steps to be taken to include io interim measures to be implemented. Step 2 - Submit a written detailed plan of abatement outlining analysis of guarding and preventive mainten- ance needed, and schedule of program implementation. Step 3 - Implementation of guarding and preventive maintenance program.
