29 CFR 1926.451(e)(1): Where scaffold platforms were more than 2 feet above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers, stairway-type ladders, ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used for access: On or about September 1, 2015, during plaster masonry activities the employer did not ensure employees working from a fabricated frame type scaffold had a ladder or other safe means to access the working platforms of the scaffold, located approximately 24 feet above the ground. Employees were climbing the ends and cross braces to access the working platforms of the scaffold. Means of access were not on site for employee use.
