Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck by and falling from: (a)Gulfport Job Corps Center, Maintenance Warehouse Building - During the period from March 4 to 6, 1996, inclusive, employees (including students, instructors, representatives and others) were exposed to the hazard of being struck by and falling from collapsing 50' span wood roof trusses while working to install the trusses in that there was: 1.Insufficient top chord bracing for 50' span trusses and no top chord diagonal bracing. Only three rows of top chord bracing was used. The employer needed 8 rows of top chord bracing with diagonals every sixth truss. 2.No bottom chord lateral bracing installed to stabilize the bottom chord. 3.No vertical "X" bracing to prevent the racking of the trusses when they were bumped. 4.The temporary diagonal braces used for anchoring the end truss to the ground which were not constructed properly. The unbraced length was too long to support the loads imposed by the truss.. 5.Employees (students, instructors, representatives, and others) who were permitted to work near, on and under trusses which were not secured and likely to collapse. 6.Size 12d nails which were frequently used to install the first sixteen trusses and braces. Size 16d were required. 7.Nails which were not hammered down to the nail head and which did not fully secure the boards together or in place. Among other methods, one feasible and acceptable method to correct this hazard is to install temporary bracing of roof trusses in accordance with the manufacturer's recommendations using the guide lines published in the Truss Plate Institute guide HIB 91 SUMMARY SHEET, COMMENTARY AND RECOMMENDATIONS FOR HANDLING, INSTALLING & BRACING METAL PLATE CONNECTED WOOD TRUSSES.
