Text For Citation: 02 Item/Group: 001 Hazard: LOCKOUT
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being caught in idler rollers, head and tail pulleys of conveyor belts, while working around these belts when all power sources were not shut off, disconnected and locked out: a) Coke Belts G, H, I, JJ, M, N and O. b) Coal Belts B, C, E, FF and Shuttle Belt. Among other methods, one feasible and acceptable abatement method to correct this hazard is by instituting and assuring execution of and training in a lockout program for all laborers, heavy equipment operators, supervisors and other plant personnel who would at any time be required to clear jams, and do clear-up work around these conveyor belts.
