29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D)(h): a) Magnetic Metals - Throughout the production Area: The energy control procedures were not specific for each individual type of machine (machines include but are not limited to: mechanical presses, slitters, coating machines, annealing ovens and GFCI ring caser testers, etc.). The procedures did not clearly and specifically identify the placement, removal or transfer of Lockout /Tagout devices on each individual type of machine and did not specify the requirements for testing to verify the effectiveness of LO/TO devices and other control measures. Occurred on or about 12/14/2014. Magnetic Metals was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.147(c)(4)(i), which was contained in OSHA inspection number 314910332, citation number 1, item number 1 and was affirmed as a final order on 12/16/2010 with respect to a workplace located at 1900 Hayes Avenue, Camden 08105.
