Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck by moving trains and/or particular traffic, due to insufficient illumination provided in the work area: a) Iron and transportation division 1) Transportation Department - Employees were exposed to the hazard of being struck by moving trains and/or vehicular traffic due to insufficient illumination provided in the work area. Illumination reading indicated 0.2 foot candles of lighting at N-80 extension north end railroad crossing, observed September 12, 1989. 2) Transportation Department - Employees were exposed to the hazard of being struck by moving trains and/or vehicular traffic due to insufficient illumination provided in the work area. Illumination reading indicated 2.0 footcandles of lighting at the north end of the Stockhouse adjacent to the #3 Larryman Station, observed September 12, 1989. 3) Blast Furnace Department - Employees were exposed to the hazard of being struck by moving trains and/or vehicular traffic due to insufficient illumination provided in the work area. Illumination reading indicated 2.0 footcandles of lighting at the trestle between #2 and #3 Blast Furnace, observed September 12, 1989. 4) Blast Furnace Department - Employees were exposed to the hazard of being struck by moving trains and/or vehicular traffic due to insufficient illumination provided in the work area. Illumination reading indicated 0.10 footcandles of lighting at the pedestrian accessway to #3 Blast Furnace, observed September 12, 1989. 5) Transportation Department - Employees were exposed to the hazard of being struck by moving trains and/or vehicular traffic due to insufficient illumination provided in the work area. Illumination reading indicated .28 footcandles of lighting at the east end of E-96, south end of the arc furnace, observed September 12, 1989. 6) Transportation Department - Employees were exposed to the hazard of being struck by moving trains and/or vehicular traffic due to insufficient illumination provided in the work area. Illumination reading indicated 0.1 footcandles of lighting at the railroad crossing adjacent to the Water Treatment Plant, observed September 12, 1989. b) Steel Producing Division 1) Open Hearth Department - Employees were exposed to the hazard of being struck by moving trains and/or vehicular traffic due to insufficient illumination provided in the work area. Illumination reading indicated from 0.1 to 0.5 footcandles of lighting at the south end of the line and ore bin - H23 Track, observed September 12, 1989. Among other methods, one feasible and acceptable abatement method to correct this hazard is to provide adequate illumination in the work area, as recommended by the illumination Engineering Society, ANSI 11.1.
