The process hazard analysis shall address: Facility siting; The employer did not address the hazards associated with overpressure events and toxic chemical releases from the covered processes and operations related to facility siting. Facility siting hazards include, but are not limited to flammable vapors, hydrochloric acid gas, chlorine gas, bromine gas and phosphorous trichloride releases which could affect employees, such as but not limited to, control room occupants, operation building(s) occupants and those in office buildings.
