29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): (a) Employee(s) were exposed to an airborne concentration of particulates not otherwise regulated (PNOR) respirable fraction listed in Table Z-1 in excess of the 8 hour Time Weighted Average concentration of 5 mg/m3: An employee engaged in sandblasting activities on July 8, 2015 was exposed to PNOR (respirable fraction) at an 8-hr time-weighted average level of 14.30 mg/m3, approximately 2.9 times the limit of 5 mg/m3; this limit was established to prevent adverse health effects. The blaster used The Original Black Beautyabrasive media to blast a trailer and part of a truck. The exposure level is derived from one sample collected over a 360 minute period, assuming 0 exposure for the remaining 120 minutes. An employee engaged in sandblast helping activities on July 8, 2015 was exposed to PNOR (respirable fraction) at an 8-hr time-weighted average level of 8.34 mg/m3, approximately 1.7 times the limit of 5 mg/m3; this limit was established to prevent adverse health effects. The blaster used The Original Black Beautyabrasive media to blast a trailer and part of a truck. The exposure level is derived from one sample collected over a 360 minute period, assuming 0 exposure for the remaining 120 minutes. (b) Employee(s) were exposed to an airborne concentration of particulates not otherwise regulated (PNOR) total dust listed in Table Z-1 in excess of the 8 hour Time Weighted Average concentration of 15 mg/m3: An employee engaged in sanding activities on July 15, 2015 was exposed to PNOR (total dust) at an 8-hr time-weighted average level of 19.33 mg/m3, approximately 1.3 times the limit of 15 mg/m3; this limit was established to prevent adverse health effects. The sander used a hand held electric sander to sand different parts of a bucket truck. The exposure level is derived from one sample collected over a 420 minute period, assuming 0 exposure for the remaining 60 minutes. (c) Employee(s) were exposed to an airborne concentration of methylene bisphenyl isocyanate(MDI) listed in Table Z-1 in excess of the 15 minute Ceiling concentration of 0.02 ppm: An employee engaged in spray painting activities on July 15, 2015 was exposed to Methylene bisphenyl isocyanate(MDI) at a 15-minute Ceiling level of 0.23 ppm, approximately 1.15 times the limit of 0.02 ppm; this limit was established to prevent adverse health effects. The spray painter used spray paint guns to apply isocyanate-containing material to a bucket truck. The exposure level is derived from one sample collected over a 15 minute period.
