Text For Citation: 01 Item/Group: 021 Hazard: REFINERY
29 CFR 1910.307(c)(1): Equipment, wiring methods, and installation of equipment in hazardous (classified) locations were not intrinsically safe, approved for th e hazardous (classified) locations, or safe for the hazardous (classified) locat ion(s): The employer does not insure that all electrical equipment used in a haz ardous area is intrinsically safe. On or about 05/05/10, a "Square D" (cat#12-24 HARB Series L5) residential electrical panel (120/240 VAC), was in service in a Class I, Division II area. This panel is not intrinsically safe. It is located under the pipe rack near the cooling tower. This condition is a fire hazard in t he event of hydrocarbon leaks in the area. The electrical circuit breakers are a n ignition source if they open or close. Pursuant to 29 CFR 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation that it is in compliance with t he standard, including describing the steps it is taking to ensure employees are not exposed to this fire hazard. One method of abatement among others is to pla ce the panel inside of an explosive proof can.
