29 CFR 1910.147(c)(6)(i): The employer did not conduct a periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirement of this standard were being followed: ALON USA, LP, 200 Refinery Road, Big Spring, TX. The employer does not ensure periodic inspections are being conducted annually. This violation was observed on or about April 15, 2009 in the following instance: Periodic inspections of the ALON Energy Control Procedure are not being conducted for employees who perform lockout or tagout of equipment and machinery throughout the refinery. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirement of this standard are being followed.
