29 CFR 1910.147(c)(4)(i): The employer did not ensure procedures were developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: ALON USA, LP, 200 Refinery Road, Big Spring, TX. The employer does not ensure energy control procedures are utilized while employees are engaged in activities covered by this section. This violation was observed on or about April 15, 2009 in the following instance: The ALON Energy Control Procedure are not being fully utilized for the protection of contract employees who open, service and inspect the waste heat exchanger in the #1 Sulfur Recovery Unit on May 2, 2009, in that the valves used to close off the steam lines to the exchanger are not secured with a lockout device. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking in the workplace to ensure procedures were developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section.
