29 CFR 1910.134(h)(3)(iii): The employer did not ensure self-contained breathing apparatus are maintained in a fully charged state and recharged when the pressure fell below 90of the manufacturer's recommended pressure level: ALON USA, LP, 200 Refinery Road, Big Spring, TX. The employer does not ensure all respirators maintained for use in emergency situations are fully charged after each use prior to placement in storage bins. This violation was observed on or about April 15, 2009 in the following instance: Self-Contained Breathing Apparatus (SCBA) are not recharged after use and prior to replacing in storage bins identified as containing SCBAs for use in emergency situations. SCBA storage bins on the north and south sides of North Side Control Room. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking in the workplace to ensure self- contained breathing apparatus are maintained in a fully charged state and recharged when the pressure fell below 90of the manufacturer's recommended pressure level.re
