29 CFR 1910.119(n): The employer did not establish an emergency plan for the entire plant in accordance with the provisions of 29 CFR 1910.38(a): A. On or about July 20, 2015, Establishment: The employer failed to develop and implement an emergency action plan which complied with the provisions of 29 CFR 1910.38(a) for employees who work with highly hazardous chemicals, including but not limited to isopropyl alcohol 99% and acetone, to help them escape from a catastrophic event. The company had not documented that all employees in the facility had been trained in the employee emergency plan and fire prevention plan. There had been no evacuation drills conducted. The employer had not defined what constituted a major or minor spill. The name and job title of every employee who may be contacted by employees who need more information about the plan or an explanation of their duties was not clear in that there were several lists of employees to contact in case of emergency, some of whom were no longer employed by the company.
