29 CFR 1910.119(l)(2)(ii): The employer did not assure that the impact of the change on safety and health was addressed prior to any change by the written procedures to manage changes: ALON USA, LP, 200 Refinery Road, Big Spring, TX. The employer does not insure written procedures to manage changes addressed the impact of the change on safety and health prior to the change. This violation was observed on or about April 15, 2009 in the following instance: Alon USA installed and brought on line a Shell Claus Offgas Treating Unit in 2005 at the Big Spring Refinery. The Management of Change procedure did not specifically address any safety or health impacts of this change nor any changes to the unit thereafter, such as a possible increase in the required capacity of the flare system or potential for hydrogen sulfide leakage from the process. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking in the workplace to assure that the impact of the change on safety and health was addressed prior to any change by the written procedures to manage changes.es
