29 CFR 1910.430(j)(2)(ii): Except when heavy gear is worn or in SCUBA diving, each diver did not wear a safety harness with: an attachment point for the umbilical to prevent strain on the mask or helmet. A) The employer was conducting surface supplied air dives at a depth of 70 feet. The strain relief for the air supply line for the diver consisted of a couple of zip ties that were of insufficient strength to hold the air line to the harness.
