29 CFR 1910.1000(e): Feasible administrative or engineering controls are not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d) and protective equipment or any other protective measures are not used to keep the exposure of employee to air contaminants within the limits prescribed: On or about January 7, 2015, feasible administrative or engineering controls were not first determined and implemented for abrasive blasting of the interior of tank cars which includes but is not limited to the following: 1. Conduct abrasive blasting while using local ventilation in the area of the blasting An employee who conducted abrasive blasting using Amasteel was exposed to respirable dust containing iron oxide, copper, manganese, vanadium and chromium metal in excess of the OSHA PEL for respirable dust.
