29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure the purpose and function of the energy control program were understood by employees and the knowledge and skills required for the safe application, usage, and removal of the energy controls were acquired by employees: Central Paper Stock, Inc. located at 6665 Jonas Place in Berkeley, MO 63134: The employer is failing to protect employees from caught-in and crushing hazards while performing maintenance, clearing a jam or cleaning of machines. This condition was most recently observed on or about 11/17/2021, when the employer failed to provide training to ensure that the purpose and function of the energy control program were understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls were acquired by employees performing energy control procedures on machines such as, but not limited to, the following: a) The large "Harris Selco" baler (Model: HLO-8221AR-150; Serial No: 39770079) on the paper side of the plant; b) The small "Harris Selco" baler (Model:L125-2-10/8 ; Serial No:08138825 ) on the paper side of the plant; c) The "Retech" book grinder (Model: RG 52; Serial No: 7739101) on the paper side of the plant; and, d) The plastic "Badger" baler (Model: BADGER L-100S-2-10/7; Serial No: 8658) on the plastic side of the plant.
