29 CFR 1910.119(j)(2): The employer did not establish and implement written procedures to maintain the on-going mechanical integrity of process equipment: ALON USA, LP, 200 Refinery Road, Big Spring, TX. The employer does not establish and implement written procedures to maintain the on-going mechanical integrity of process equipment. This violation was observed on or about April 15, 2009 in the following instance: The Alon USA Big Spring Refinery had not established and implemented written procedures for inspection of corrosion under insulation. Pressure vessels, process equipment and piping in the Sulfur Unit were subjected to corrosive materials, such as sulfur dioxide and hydrogen sulfide, without assurance that exterior corrosion would be found during routine inspections. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking in the workplace to ensure the on- going mechanical integrity of the process equipment.
