Section 27(a)(3)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or were likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being caught under vehicles or the lift structure, or being struck by a falling vehicle, in the event of hydraulic failure of the single post Dresser Frame Kontact Hoist (F-10 series W/offset arms). Note: No serial number was available). Danger exists when employee(s) are servicing vehicles in the Auto-Tech Training Shop area, while using and under this lift. Among other methods, one feasible and acceptable abatement method to correct this hazard is to equip the lift with a mechanical device to hold the lift in the fully extended position as recommended by the American National Standards Institute and the Automotive Lift Institute in the Industry standard ANSI/ALI B153.1, (Section #4.1.11-Locking Device)-1990, "Safety Requirements for the Construction, Care and Use of Automotive Lifts". The device should have a strength factor of not less than 3, based on the rated load capacity of the lift.
