On or about April 19, 2023, two employees were using portable, free-standing ladders in a manner in which they were not designed for use, exposing employees to fall hazards. a) An employee was using a portable, free-standing ladder folded up and leaning against a post to gain height to an upper landing surface. b) An employee was using two portable, free-standing ladders to support a scaffold platform.
