29 CFR 1915.71(k)(1): Access from below to staging more than 5 feet above a floor, deck or the ground did not consist of well secured stairways, cleated ramps, fixed or portable ladders meeting the requirements of Section 1915.72 or of rigid type non-collapsible trestles with parallel and level rungs. Wooden Rail Dock On or about 11/26/2019, an employee was exposed to a fall hazard of 11-feet, 2-inches from a tubular welded frame scaffold to the surface below while ascending and descending built in ladder that was not continuous to the upper platform.
